The GHG Protocol for Project Accounting (Project Protocol) is a tool for determining the greenhouse gas emission reduction benefits of climate change mitigation projects (GHG projects). The Project Protocol’s objectives are to:

• provide a credible and transparent approach for quantifying and reporting GHG emission reductions or removals (GHG reductions) from projects;

• enhance the credibility of GHG project accounting through the application of common accounting concepts, procedures, and principles; and

• provide a platform for harmonization among different project-based GHG initiatives and programs.

The Project Protocol brings together in one place the key concepts, principles, and methods required to account for GHG emission reductions (or removals) from climate change mitigation projects. It provides detailed instructions for developing a GHG emission “baseline” using the two major approaches developed by climate policy experts: multi-project performance standards and project-specific baseline scenarios. It also explains how to account for the unintended changes in GHG emissions a project might cause (sometimes known as “leakage”), and how to report GHG emission reductions for maximum transparency.
