As natural resource degradation threatens prospects for economic development in many industrializing countries, governments need to integrate environmental issues into their broad agenda for policy reform. Dr. Bradley and her co-authors explore the potential use of public finance policies to promote sustainable development in emerging market economies through three case studies of the energy sector in India, Mexico, and Poland. The studies show that public finance instruments that complement a country's environmental regulations can raise efficiency and improve the local and global environment. A technical appendix describes methodology.
