This report attempts to fill the information gap on NCSDs (National Councils for Sustainable Development)
and to evaluate when they are more or less efffective at orchestrating social and political change supportive
of sustainable development. The author examines the track record and operating environment of councils in eight countries, listed below.

Update on the Honduran Council Post-Mitch.
After the devastation of Hurricane Mitch the Honduran council orchestrated a national effort to
bring together a spectrum of civil society and government to work for the country's sustainable
reconstruction. This effort was formalized in a national pledge which is provided below in PDF
format.

The analysis is designed to encourage wider debate about the contribution of national councils to sustainable
development and their ability to re-orient governments and societies. It should serve as a useful
