The author examines the track record and operating environment of councils in eight countries, listed below. After the devastation of Hurricane Mitch the Honduran council orchestrated a national effort to bring together a spectrum of civil society and government to work for the country's sustainable reconstruction. This effort was formalized in a national pledge which is provided below in PDF format.
